Yeah that's the thing. While firefighters (or any other civil service employee for that matter) can't be ordered to perform tasks out of their scope of duty, nothing precludes them from volunteering to perform those same tasks, on or off duty. If they were ordered to do so unwillingly, these types of instances are exactly why the law is as it is.

The Union should demand to see the payroll records from last week to determine if the firefighters working the statue removal were paid by the City for their fire fighting jobs or not.
