I believe the rule is once you are draft eligible once, the next year you are a free agent. So if you are drafted and you sit out until the next year you become a free agent. With the guys like the LSU track guy (name is slipping me right now) he was a free agent because he was already draft eligible in previous years.

I'm not 100% on this, but I am pretty sure that's how it works.

You have to re enter the draft if you're drafted by someone and sit out the entire year.
