You have to turn off Wifi assist. When your wifi signal isn't great, it starts using data to compensate. It's a dumb feature.
Turn it off:
Settings--> Cellular--> Scroll down and turn "Wi-Fi assist" off
Also, underneath the wi fi assist feature, turn off the iCloud Drive as well.
