Makes sense?

No, it doesn't make any sense at all. Which means it must be right!

Give me a sec, illustration pending.

ETA: I give up on the illustration.

Key Points:
*Your 14 hour On Duty is continuous and cannot be broken up with sleeper time
*Your allowed 11 hours of Driving time within that 14 hour On Duty cycle.
One of those can not surpass the other, if you go On Duty at 6am, at 8pm your day is done, you must shut down, even if you haven't driven 11 hours within that 14 hour period. Likewise, if you run out of your 11 hour driving time before your 14 hour On Duty time is up, then you still must shut down.

Basically, you may not exceed 11 hours of driving in a continuous 14 hour on duty shift.
