No it won't. Trump doesn't have the power to do it via EO. Only Congress does. There is no interpretation of law or constitution to get to this. It's written plain and clear in the constitution (Art. I, §8). So much so that I doubt SCOTUS even takes the case. There is nothing to be done on their end.
