Actually you are dead on..

That was the problem in a nutshell. This guy came in and closed one project and even after he wasn't able to close on other small projects, they took his word as gold.

Either he was over-confident or he just blew smoke up their asses so they wouldn't get rid of him. He supposedly had "strong connections" at a certain place. That was part of they hype around him and not one time did he deliver from that place.
