Think of the plan more like a moonshot.
Gus can't take Hector head on at this point in the universe which is why he simply wanted Mike to harass another truck's delivery.
However, they both realize that is simply an annoyance for Hector and not any real damage. And, from Mike's perspective it also leads to killing more people "not in the game" and he wasn't interested in merely being Gus' contract worker truck bandit anyway. That's why he was ready to walk once Gus made it clear that he wouldn't be allowed to kill Hector.
Thus, this plan. If it makes you feel better, you can mentally retcon it that Mike knew he really only had a 10 percent chance of pulling it off but it was lost cost and low risk for both he and Gus so why not try it?

This may well have been mentioned, but the scene where Gus said Mike couldn't kill Hector yet reminded me a lot of the scene where Gus told the cousins/Hector they couldn't kill Walt.
