They did, because they assumed that Medicaid would be expanded nationwide and Republicans wouldn't commit to historic obstruction in limiting promised payments to insurers.
Shitty job of analysis. I'd have fired any of my analysts who gave me projections that poor.

Next time I'm sure they'll have the foresight to predict a SCOTUS challenge and result, and the Republican party choosing to obstruct rather than govern.
They won't make the same mistake for single-payor, sure.
