Didn't he gas his own people in 2013? Quite often if they get away with it once, they have no problem doing it twice. Sadam did stuff like this over and over again.

Disagree. Hitler did all kinds of things that were not beneficial to himself. Invading Russia before their winter. Gassing millions of Jews.
If there is one thing we know is that dictators have no problem killing their own people.

Some of these were clearly unstable, while others considered quite stable while killing their own people by one method or the other. If we know one thing about Dictators, many are under the delusion that they can do whatever they want, whenever they want with very few if any consequences. As I said, you guys might very well be right about the attack, but I wouldn't use a dictator doing things for their benefit and afraid of reprisals as sound reasoning for this position.
