Why do we need divisions anyway with a closed pyramid? Did the NFL need a "division 1" label from some governing body back in the 50's/60's?

So USSF doesn't recognize another league as D1. Ok. How does that prevent people from starting their own league, buying players, essentially operating separately from USSF?
