Pravda states that the order calls for 600,000 people to be evacuated, or about 25% of the city's population. Most of these are supposed to be criminals. Sounds like Kim is using this as an excuse to cart off 600,000 crims and make them disappear. I'd sure as shite be nervous if I was one of them.

I was under the impression that it was a privilege to live in Pyongyang.....meaning that you couldn't live there without permission to begin with.
