Yes most boats just anchor up off the beach and throw toward the fort.
As far as running, it would be a bitch to get to from the pass, someone else will have to chime in on how feasible it would be to run the gulf side shoreline all the way down
ETA: Stop by Top Gun Tackle in OB, buy a little something and pick their brains for a little help in the pass to start out with. They have always given me good info.
