Question: How do they actually "determine" if he's seeking employment? Like he just has to say yeah I'm looking for a job

I guess I would determine that he Is looking for a job based on him actually interviewing for jobs at Houston and Purdue and not getting them. What do you need to determine he's looking for a job?
