It reminds me of when the income tax was passed back in about 1913. One senator says to another " don't you think we need to put a cap on this thing . Theoretically, it could one day hit 10 per cent and that's what we are supposed to give to God" . Other senator says" are you kidding , if it ever reached 10 per cent there would be a revolution in this country .
