This is just my take...
The NSA keeps metadata on everybody. To view data they have to get a warrant. If person who is under warrant has a conversation with another person the 2nd person is labeled "Person B" to protect their privacy. If a crime appears to be being conspired or committed they can reveal person B's actual name and start listening to any of their calls.
But unmasking a person because they made a policy suggestion to a target just to find out who is giving him ideas is illegal as they are not committing any crime.
Basically, they were listening to the Russian ambassador. He has a chat with Person B. That person gets unmasked as Flynn. Now they listen to Flynn's calls and find Person C (Not at all associated with the russians) is talking policy with Flynn. They can't stand it, so they illegally unmask that person to find out it was Kushner, or Hannity, or Gingrich, etc.
Now they are using our tax funded intelligence community to spy on political opposition. Therein lies the problem.
