It is frowned upon for the SS to call people off for no reason, especially if he has a more difficult play.

It might be frowned upon afterward because he made a bad decision but SS still can call anyone off. Two things that can be mutually exclusive.

Believe it or not it's easier to catch a popup while you're moving your feet and see it coming in than it is just standing there forever on dead feet waiting on it to come down.
