It is. Most people arrested for drugs go into diversion programs with offers of treatment. But, you can force people into treatment and they'll still use again in large numbers.

You can treat it as a medical condition all you want.

Until people take responsibility of themselves and/or make the decision to stop using nothing will change.

BTW who pays for all these medical conditions?
