Good question.
Last month the spokesman for the Axiall expansion was commenting about the modules ariving to the site by barge. He stated that this method of transportation kept the equipment off the highways in Calcasieu Parish. Too bad that the modules are make in Korea as opposed to the USA.

No clue, but there's a place in Houston that does a lot of vessels like this.
