It can't be done.
You don't snuff out ISIS without getting boots on the ground, taking the battle to them directly, the old fashioned way.
The solution really is simple. The problem is that process is long, tedious, costly, and unpopular.

It's probably impossible to snuff out ISIS/extremist terrorist factions without permanent occupation and colonization. Especially when the internet makes decentralization so simple.
