Yes, but the underlying intent, in my opinion is to affect an audience larger than the immediate non-combatant victims for political reasons.

if it was done to kill people at random for misguided religious beliefs then the only difference is if the reporter is reporting the incident truthfully or if its done with liberal bias that refuses to tell the truth
