No, their plan was to force gamers to always be online regardless of if they purchased the game physically, digitally, or via streaming service.

So like if you had a single player offline RPG that you bought on disc and your internet was down you would have been shite out of luck and couldn't play the game at all. Also, that game would be tied to your specific Xbox and you wouldn't have been able to take the disc over to a friends house to play it.
