Paul comes across as almost boastful about bill failure and that sucks for the party and POTUS. They look like whiny little bitches.

POTUS made this one of the top tenets of his campaign and didn't have his act together either. Bad plan, no leadership. Hey, it's was a good campaign tactic while it lasted though...

Do what Paul wants to do. One vote for repeal and another for replacement.

What? All he's done is criticize the bill (which is rightfully should be criticized) and told Ryan you have to negotiate with us because we have the votes. Ryan just refuses to negotiate.
