No. Here's why. That's not a female. That's a male who through a combination of drugs and surgical procedures has been altered to Appear female. None of that can make him female. All it means is he's been mutilated to look female.
Whatever sex you're born with is the sex you'll be when you die. No amount of surgery or drugs can change that fact.
