I would stay in Victoria. Both are on the water. Victoria isn't a very large city (less than half the size of Baton Rouge), so it isn't that far from nature, so you would have the best of both worlds. I would stay in the harbor area, where you can walk to restaurants and the government buildings.

I will preface that by saying that I don't know much about the Brentwood Bay Resort, so it may be incredible.
