Businesses in this area of town are experiencing a rash of customers who come in, eat half the food, complain, and then expect a free meal.
The fact that people have the audacity to pull this is pathetic. No restaurant should ever give in to this.

I don't think the lady ate any of her food in the OP video.
But as far as customers eating half their meal and trying to weasel out of paying for it, there's a real easy solution to it. I was working at a restaurant at one time in my younger years, and a POS lady tried to do that. She ate 3/4 of a 12 oz steak, and complained that it was terrible. In fact, it was nothing but fat and a little meat left on her plate. She said she was not going to pay for it because she didn't like the taste of the meat, and started to make a fuss. The owner of the restaurant walked up to her table to see what the fuss was about, and when he figured out what she was trying to do, he told her "if you walk out the door without paying for that, we are going to get your license plate # and call the police and tell them you ate without paying for your meal." That shut her arse up quick. Of course, she made a scene and raised her voice and made a big fuss, but she still paid for her meal.
That's how you settle that situation.
ETA: of course you lose potential customer(s), but as an owner of a restaurant do you really want that kind of trash eating at your place anyway?
