They were popular at least 8 years ago in NYC. It's not a new thing and actually makes sense in the nasty slushy winter mess (boots, not necessarily $150 rubber boots...)

yeah GF has had some for a while

pricing of rubber boots aside, it's an old british country wear maker, these girls didn't pick up a look from South Louisiana and start to make it trendy
