Not if he grabbed 200 dollars when no one was looking, didn't have a criminal record and didn't threaten anyone. Of course that might also mean he wasn't classified as a thug.

Probably figured out a way to stash it, much like if your house is broken into, you rarely get your stolen property back.
Plus, they should lose all of their assets. I have complete disdain for people who are considered upper class that do shite like this and they are treated with kid gloves. I couldn't care less if they feel humiliated and are embarrassed. They should be. They are criminals. period.

My point is that punishment for crimes in this country are not equitable. I think you know what I mean.
