Americans "split" on removal of individual mandate

First off, a disclaimer -- I know that the source is CNN. But it's more a philosophical question.
Here's the stat:
Overall, 50% oppose removing the requirement to obtain coverage or pay a penalty, while 48% favor it.
The MOE was +/- 3%. So, this is a statistical tie; as such, the poll suggests that out of 100 people, half believe that a federal law is needed to mandate the purchase of a particular service.
How is this even possible?
I get the liberal vs conservative distinctions...but how is it possible that HALF of Americans think that the individual mandate is a good idea?

They believe that the individual mandate means that everyone will be covered, not that everyone has to find coverage or else pay a fine.

Depends on how they worded the question. There's no way 50% of the country, right or left, could explain "the individual mandate" with consecutive, coherent sentences.

they understand how important profit is to the middlemen we call health insurance companies.
if we did not balance the sick people with healthy young people, it would be a real financial burden upon insurance companies IF we continued to require companies to insure people with a preexisting condition.
If there were no mandate, young healthy people would not buy insurance.
the ones for the mandate are saving the health insurance industry.
the alternative which works in Canada England and Sweden is universal health care.
yeah yeah lines. that is a result of the major parties fighting over money.
