So I can just roll into the airport and just claim that my dog is a service animal and the TSA isn't allowed to ask for any form of proof?

No, the TSA can ask the two questions above, service animals for flight aren't covered by the ADA, they are covered by the ACAA. There is no official training for service animals, so vests and fancy papers are meaningless. There are a host of restrictions for air flight with service animals.
