To be fair, there were things that Obama did not do himself:
Fast and Furious
Benghazi
Failing to recognize terrorist acts (Ft. Hood)
among others LINK
Though he didn't have any physical handling, he was CIC and POTUS. His response was abysmal to say the least.
So sure. Obama did it.
