The brother was a loose cannon. He may have taken it upon himself to bring the guy in like that. There were two occasions where his parents thought that he was too aggressive with Chris. I doubt that the parents were down with him running around wearing a medieval knight's helmet.

He could reach, and using the cotton to bide his time until he was released was a metaphor for slavery.

The scene had two purposes. To make us think that the girlfriend was protective of Chris... and the later reveal that she had kept the cop from seeing his ID to lessen the chance of the cop remembering Chris when he became a missing person.
