No, Frollo is much worse than Scar. He murders an innocent woman, tries to drown her baby, emotionally abuses said baby for decades, has people tortured to death who don't meet his standards, gives a woman an option to either be raped or burned at the stake, burns down half of Paris to find the woman he wants to rape, and attempts genocide and murder the person he raised as his own child. And he justifies all of this with his piety and that God is on his side. The man was a total monster and hypocrite in all walks of life.

Scar just wanted power, and his brother and nephew were in the way from him getting it. He's a nasty piece of work, sure, but nowhere near Frollo's level.
