Do you know how much of a PITA it is to get a permit to do anything in a wetland? To quote Donald Trump, "Yuge". It takes forever too.
Now tack on basically another interstate through the basin. Yeah, I don't see that happening

Where are you getting this stuff about going through the basin? The plan is for a spur off of I-10 somewhere before the Lobdell exit. Nobody has talked about building interstates through the basin.

I'm actually involved in elevating a highway in South Louisiana through two separate designated wetland areas and multiple other projects impacted by not only USACE but FEMA's Environmental and Historical Preservation folks. I'm confident in saying I'm more familiar with the USACE permitting process than you may realize.
It's not what you're characterizing it as. Period.
