It's not something that would affect tourism in just the last few months.

The average from the past 3 months is easily 3-5% higher than any other 3 month stretch. Certainly reasonable for 6% decline depending on the time range they are using.

Question: what time period is the context of this decline? Are we talking January? 1Q? Is this decline in comparison to last January? Last 1Q? Is it based on future yearly projection and compared to last year?

Data can be easily manipulated by someone with an agenda.
