Can parents choose which public school their kid attends?

I wasn't trying to insinuate or be clear and precise to explain.

I will though. If parent has a kid who is in travel ball of some sort and wants to send their kid to a top-rate baseball program (a la my nephew who is in travel ball and very good) and if they have the ability to move into a zone before they turn of age for high school, the combination of emotion, winning, and staying power could lead them to go to Central when before they may not and choose to go elsewhere. That is all I am insinuating as I have a nephew who is decided between Sterlington, West Monroe, and OCS as we speak who is 12 years old.

His mom will decide where he goes to school in the near future and plan accordingly. That is freedom of choice and Sterlington being so good is a major factor right now with winning football last year and baseball the other day.

I don't know all of the rules, so that's why I ask.

It seems asinine to force a split if the only extra hurdle the "average" public has relative to a private is the public school may need the kid/family to move into the school's zone. If the family is motivated to pick a high school for athletics, then relocating is no issue.

To your point, the split is all about an easier chance to win and not at all about a fair chance to win.
