At times. But mostly it's a bunch of guys who are at the end of their primes being moved because of their contracts. NFL teams have all the power when it comes to contracts (Franchise tags and signing bonuses) that when guys do leave it's because the team just doesn't see much more use for them.

Notable exception: Manning, Peyton.
