I've pushed for this for years. TOPS even allows for students to take a year off after high school before enrolling in college.
People like myself would be substantially benefited by sitting out a year and figuring out what they want to do before starting college. Many students go straight into college because they're told they have to/should.
The only downside is that typically institutional scholarship offers are only good if you enroll in the semester immediately after graduation. But the types of students who could use a gap year typically don't qualify for scholarships anyway.
