Cut universities and a massive overhaul with trade schools.
For whatever reason this country collectively decided to shite on Blue color jobs like plumbers and electricians and force everyone to attend college and beyond.
I know plumbers and electricians without college degrees making more money than some kids out of law school 200k in debt or MBA school 100k in debt. There's no reason for that. Not everyone has to go to college and work in an office building.

In a country and work environment that has problems finding good candidates for open positions, often opting to recruit Asia and India, I'm not how making things worse for higher education would somehow help our not very well educated workforce.

I think pushing the idea of the Gap Year would be a great thing.
Let high school grads spend a year or two in the real world before going to college. Maybe some of them will find alternatives to college that fits them, like blue collar work. However, the fact that many adults come out of college with a blank resume is just bad.
