So the problem I'm seeing is that the line from the tank to the motor goes up in the hull so I can't seemingly get to it without pulling the whole thing. Here's what I'm working with.

They run one piece from the bulb to fuel filter. If you can twist the hose on the fitting its not tight enough.
There is defiantly an air leak between the tank and the carb.
Unless thats an old boat all the hose from GT is ethanol rated.

Like one poster said earlier, take your fuel line ( minus any connection ) and put it directly in your full fuel tank. Run WOT. If all is good then it is probably you tank connection. If the bulb goes soft then work towards the motor. Air is getting in somewhere and my guess it is one of the connections/clamps.
