It's a blanket tariff. Despite what Trump critics say about Trump on tariffs, Trump has never been for blanket tariffs. Trump has always specified targeted tariffs if needed.
Trump's exact quote on this 20% tariff proposed by Paul Ryan is, "I don't love it".
On the surface this 20% tariff appears to shift the tax burden on imports and takes it off exports. It would appear that this kind of tariff policy would incentive companies to manufacture goods at home. But I'm not totally sure about the consequences of this tariff policy.
I need more info...more analysis.
My gut tells me, let's stop taxing exports, abandon the idea of blanket tariffs and only use tariffs as a negotiating tool for bad trading partners.
