The Death Star wasn't fully operational yet and the senate hadn't yet been dissolved. In the movie, they kind of make a big deal about having to cover their arse for blowing up the city on Jedah.

Storm Troopers weren't bad shots in the originals.

In Episode 4, the Empire "is taking an awful risk" by letting Luke and co escape with the Princess in hopes that they lead them to the Rebel base (they do)

In Episode 5, the Empire has the complete upper hand. They win the battle of Hoth. They take over cloud city. The only reason they don't kill Luke is because they set a trap for him to be frozen in carbonite.

In Episode 6, the Empire has the upper hand over the Rebels and would've won easily without interference by the ewoks.
