Send an email to the news stations explaining the situation and how Ledic or whoever the management company is now won't respond. It'll get removed quickly.

The vermin that fight dogs have begun to dispose of their discarded fighters and bait dogs in water because it may hide the evidence of dog fighting. A fighting dog shot through the head and left for dead in a garbage dump or wilderness area, if found, will look like a fighting dog: ears cut to the scalp; no tail, bites, tears and scars etc.
By discarding the dogs in water, the pieces of shite that fight them hope that something eats the carcass or decomposition is rapid thus masking the evidence of their heinous crimes.
They should all rot in hell.
ETA this probably isn't the situation with this dog - an apartment complex lake is too public. The people that did this likely live in your complex. They have no place to bury their dead dog and are too trashy to pay a vet to dispose of the remains.
