If you want to get rid of bias on the bench, this would make matters worse.

Judges shouldn't have the threat of lawsuit or other sanctions while making a decision. That is almost like asking someone with a metaphorical gun to their head to decide something for you. You're going to say whatever the person with the gun wants. Hence, more bias on the bench.

You lose a lawsuit. You sue the judge who presided over that case. You lose that second suit, you sue the judge that decided the second case. You lose that third suit, you sue the judge that decided the third case.

Repeat until you decide to give up the issue.
