People are different than crops, unless you are suggesting something like Soylent Green to go along with this immigration plan.

Stil the same theory, crops just can't go freely across state lines, they are subject to inspection. The same could hold for people, they would require a passport with a visa to go to a different state. If someone from another state overstays their visa they are subsequently deported back to their home state.
