Was wondering if this is fair, at the price they are quoting I could buy a newer piece of property it seems. According to a few websites what I plan on doing only adds 15k value to the property

I wouldn't count on 15K


It may make your house sell faster but without adding SF of living area, you probably aren't adding much value, all depending on the appraiser you end up with

Additions usually aren't a good think for adding value to a home.
