None of that was private lands if I remember correctly. I believe they were already public but making them "National Monuments" prohibited the possibility of using the lands for mining, O&G explorations, etc.

Yep this is true. 5 Indian tribes lay claim to the area as well, and they are the ones that actually petitioned Obama to used the Antiquities act and declare a section of public land a national monument. A lot the public applauded this, but politics got in the way and started a fight. Utah's republican lawmakers vowed to undo the antiquities act, and here we are today screaming at town hall meetings.
