There are a lot of half-truths here.
Are there some specific skills that are dominated in IT by foreign nationals? Yes.
Are some companies paying them less? Yes, some companies do pay them lower SALARIES on average due to the cost of sponsorship.
Do some companies pay them standard rates, plus sponsorship? Yes
Would some IT companies be short of talent if H1Bs were sent home? Most definitely.

To me its pretty obvious that tech is lining up behind the immigration ban to get in front of the H1B visa EO. Its their primary concern.

Well, that's presumptuous. Must be an op-ed piece.
As a person who works in the tech sector, I can tell you that a lot of Americans are NOT qualified for several software development positions.
If a guy from India can come in and code for a company, and the alternative is wait for someone who is American a full 6-12 months to get up to speed, in which time the product is no longer viable...
Well, I'm not going to be opposed to getting someone from India.
Sorry, you don't get to claim "they stole mah jerb!" if you aren't capable of doing the damned job to begin with.

H-1B abuse is something both parties are disgusted with. Companies would rather train and develop foreign talent at $60k per year than someone with a green card or an American citizen.....because they'll eventually leave the company if they are underpaid.
Abuse of this work visa is a big reason why we are not developing enough Americans in this industry.
This impacts a shite load of Democrats and Republicans. Trump absolutely has to try to make this work visa about bringing the best and brightest again instead of the cheapest.

The number of H1B visas is the same as it has been since around 1990 and it is filled each year in just a few days time. The demand is astronomical and the supply is very small, comparatively, because of regulation.
But, just enforce the law. You don't have to dismantle or reduce the H-1B Visa program. Just enforce it and make sure that these companies only hire foreign workers if they can prove that they can't find American workers. And, they should have to pay competitively or more for foreign workers.
How many companies just farm their work out overseas, though? I know tons of tech companies who farm out work to contractors in India, Indonesia, and South East Asia and then pay them little while reaping the benefit here. It is a lot cheaper to do it that way when it comes to tech work, rather than bring the immigrant over here.
Many of the same people who are against immigrants coming here are fine with paying foreigners pennies on the dollar to do the work overseas while they reap the profits. It is quite a hypocrisy. At least when immigrants come here, their salary gets recirculation in the American economy.
