One reason is that the President cannot present a rational explanation as to why the entry on duly issued visas of that particular class of aliens is detrimental to the interests of the United States. The threshold for upholding the order is very low. However, from what I have read, the lawyers for the executive branch couldn't articulate one rational basis for the order. Accordingly, it is arbitrary and its issuance is an abuse of the President's discretion.

There may be other reasons cited by the reviewing courts, but this is the one which will doom the order as an exercise of power beyond the extent granted by Congress.
