This is true, and it applies also to another issue currently being discussed: Obamacare. Health insurance isn't the ends, it is a means. Receiving health care is the ends. There are other ways to get people access to health care besides forcing them to buy health insurance. Those other ways may be better or worse, but they exist.

In theory, yes, but in reality this isn't happening, because again training, but also lack of investment.
