Lots of people for various reasons don't call the police in serious situations.

I wouldnt put it past the campus police or even Waco PD to receive these reports and take them straight to the AD/Briles. They live for Baylor football there and were riding high at the time. There is a very "West Caanan on Varsity Blues" vibe there.
